    1. Concerning having full FTP access, a reseller hosting company said: “the default ftp account has been disabled permanently on server. You can have home directory access in ftp, for this when you create a new ftp account make sure you keep the directory section empty and do not enter public_html.”

    2. Should not any individual, company be able to view and access their /public_hmtl file, /public_ftp file the .htpasswds file and related on their ftp, on their computer (not just in their cpanel)? My hosting, ftp in cpanel and computer is working but the guy created an ftp account for me in my cpanel which is fine but when I want to download files on my ftp on compter, it goes straight into my /public_hmtl file showing the / sign instead of /public_hmtl. Need help with this thank you.

Could you show me a link to the website detailing the nature of service you have?

@1: Is this account for personal storage or hosting a website? If they would tell you to leave public_html then I would assume you have the account for personal storage and they are advising you keep your files on a directory level that wont get indexed by search engines (think read permissions).

@2: Could be something to do with how your FTP client is set up

Edit: Just to add, .htaccess may show as a hidden file (as it would do on a Linux based file system, which your hosting account most likely uses). So you should have some kind of option to view hidden files that would enable you to view it (if available). You could build your own file, but not sure if you'd know what you're doing.

    Ftp

It looks like your host used to give root FTP access but now ftp access is only granted to the path of your websites. Each of your websites will have its own ftp username and password rather than a global FTP account where you can access them all at once.

why have you got restricted access in your cPanel in the first place?

This sounds like a standard ftp set up... except you dont have a public_ftp directory....
What is stated about the Public_html directory is when creating an ftp account, not an ftp account to upload your website data but ftp data, don't give your ftp accounts access to your public_html directory.

When you ftp to your site and you only see the / as the root of your ftp account, this account is for updating your website content and the root of the ftp account is public_html.

Its new idea that FTP on computer. your variety used to present actual FTP accessibility but now ftp accessibility is only naturally to the course of your sites. Each of your sites will have its own ftp details rather than a international FTP consideration where you can accessibility them all at once.

You could build your own file, but not sure if you'd know what you're doing.
